The Division of Budget Execution (DBE) supports the delivery of high-quality health care for American Indian and Alaska Native people by making strategic and policy decisions in the execution of the IHS budget. The DBE tracks and monitors agency funds, and processes apportionments based on enacted federal appropriations from Congress. The DBE also supports processing of Inter-Agency Agreements and manages Headquarters Tribal shares and Contract Support Cost (CSC).

Division Priorities

  • Provide funds control and oversight of resources across IHS by ensuring legal allocation of appropriations, issuing advance appropriations, full-year appropriations, and continuing resolution allocations, apportionments, allowances, and requests for additional funds.
  • Perform budget analysis, execution, and financial reconciliations.
  • Maintain funding tables and Headquarters Tribal shares.
  • Provide expert guidance in budget execution and appropriations law.
  • Conduct IHS-wide reporting and analysis of a variety of crosscutting resource management issues.
  • Support Areas in fulfilling their responsibilities to provide comprehensive budgetary accounting.
  • Recommend, develop, and promulgate IHS-wide budgetary policies, procedures, and standards to ensure compliance with HHS, OMB, GAO, Treasury, and the Federal Accounting Standards Advisory Board (FASAB).
  • Fulfill CFO Audit and A-123 Enterprise Risk Management and Internal Control requests.
