The Indian Health Service (IHS) Office of Finance and Accounting (OFA) provides advice and guidance to the IHS Director on all aspects of budget and financial management and provides direction on the implementation of these activities across the IHS.  The OFA provides analytical support and recommendations to the IHS Director regarding budget, financial management, and program policy.  In addition, the OFA ensures compliance with all applicable financial laws, ensures financial management systems are up to standard, and develops and manages internal IHS financial policies, processes, and procedures. 

OFA Priorities include:

  1. Support systems for accurate, efficient budget formulation, as well as efficient financial management and operations.
  2. Provide oversight to ensure that budget and financial management activities support the Agency’s mission, program goals, and funding plans in accordance with appropriations law and Congressional Directives.
  3. Maintain active communication with Tribes, Department of Health and Human Services, Office of Management and Budget, and the Congress, respond to information requests in an accurate and timely manner, and work with these organizations to achieve the Agency’s funding priorities.
