Transmittal Notice 19-12
BACKGROUND:
The purpose of this Transmittal Notice (TN) is to forward a copy of the revised Delegation of Authority (DOA), Administrative #55, “Indian Self-Determination and Education Assistance Act, Title I.” This DOA is being reissued to delegate authority to award and decline proposals and subsequent modifications to contracts awarded under Title I, of the Indian Self-Determination and Education Assistance Act (ISDEAA), 25 U.S.C. §§ 5321-5332. Additionally, authorities to re-delegate shall be exercised in accordance with all applicable ISDEAA regulations issued by and in accordance with all other regulations issued by the Secretary of Health and Human Services.
This re-delegation process, with restrictions and limitations, will allow the ISDEAA Title I contracting process to be streamlined, and build accountability and consistency across the Agency.

MANUAL MAINTENANCE:
Remove and discard the current copies of DOA, Administrative #55 dated April 10, 2017, from your manual system binders. Insert the attached copy of the revised DOA, Administrative #55, in its place.
Log and file this TN in sequential order.
