BACKGROUND
The purpose of this Transmittal Notice (TN) is to forward a copy of the new Delegation of Authority (DOA), Personnel #61, "Approval of Outside Activities." This DOA reflects changes in the designation of the Indian Health Service (IHS) Deputy Ethics Counselor and serves as temporary guidance for approval of outside activities.
The authority to approve outside activities is delegated to the Director, Division of Personnel Security and Ethics, Headquarters Office Directors, and Area Directors, without the authority to redelegate.

MATERIAL SUPERSEDED
This delegation supersedes the Department of Health and Human Services (HHS)-520, and HHS-521 "Outside Activity" portion of the IHS DOA, Personnel #20, "Indian Health Service Ethics Program," dated February 14, 2008.
MANUAL MAINTENANCE
Insert the attached copy of the DOA, Personnel #61, "Approval of Outside Activities," in its place.
Log and file this TN in sequential order.
