BACKGROUND
The purpose of this Transmittal Notice is to forward a copy of the revised Delegation of Authority (DOA) to the Director of Headquarters Operations; Area Directors; Director, Office of Public Health (OPH); and the Director, Office of Environmental Health and Engineering, OPH, to accept gifts under Section 231 of the Public Health Service (PHs) Act, 42 United States Code (U.S.C.) 238, as amended, excluding gifts of land real property, insofar as it applies to the functions of the Indian Health Service (IHS).

Remove and discard the current copies of DOA Program #7 (TN 89-3) from your manual system binders and discard. Insert the attached copy of the revised DOA Program #7 (TN 2002-02) in its place.
Log and file this TN in sequential order.
