The Indian Health Service (IHS) has a continuing interest in receiving and evaluating unsolicited proposals.  However, Government personnel and contractors are constantly engaged in requirement activities, and the substance may already be known to Government employees or contractors, or may even be in the public domain.  If it is determined that this is an advance proposal for a known agency requirement, it will not be considered a valid unsolicited proposal.

You should understand that the receipt and evaluation of your proposal by the IHS does not imply a promise to pay, a recognition of novelty or originality, or any relationship which might require the Government to pay for use of information to which it is otherwise lawfully entitled.

Your submission will be given every possible consideration for application to our requirements and your effort in bringing this information to the Indian Health Service is appreciated.
