Evaluation Policy
IMPLEMENTATION at IHS
- All new projects (or projects with new cohorts) to include evaluation as part of program planning and development
- 5-10% of program funds to support local/national evaluation efforts
- Outline program theory of change with expected short-, mid-, long-term outcomes
- Provide guidance for program evaluation within Funding Opportunity Announcements and large contracts
- Support the use of evaluation plans that reflect IHS’s strategic goals and objectives
- Create a process to track how evaluation findings are being used to improve programs or program impact
VALUE of PROGRAM EVALUATION
- Promotes a performance and accountability culture throughout IHS
- Informs senior leadership for decision-making and budget formulation
- Links the cycle of program planning, implementation, and monitoring
- Provides recommendations for program improvement
- Increases more robust measurement of program impact and quality
- Encourages improved quality and timeliness of data collection and analysis for internal and external stakeholders
DPER’s ROLE
- Centrally oversee Evaluation Services IDIQ
- Coordinate and staff the IHS-wide evaluation work group
- Interface with Regulatory Affairs, OMB and other appropriate external partners
- Manage IHS evaluation website and repository (resources, templates, etc.)
- Continue to support sufficient IHS evaluation capacity
