Additional Pay Guidance
IHS may provide credit for service that would not otherwise be creditable for the purpose of determining annual leave accrual rates. Service credit can be awarded to 1) newly-appointed employees 2) reappointed employees with a break of at least 90 calendar days after his or her last period of civilian employment in the civil service or 3) retired members of the active duty uniformed services. Prior work experience being credited must be directly related to the duties of the position to which the employee is being appointed. Service Credit for Annual Leave is not a new employee entitlement but can be used as a hiring enticement to recruit highly qualified staff.

The IHS is able to approve dual compensation waivers for reemployed annuitants that allow annuitants to receive their retirement annuities and unreduced salaries from IHS that are not offset by the amount of their retirement annuities. The IHS values the potential contributions of former Federal civilian employees and can offer dual compensation waivers to reemployed annuitants to encourage these skilled staff to return to work with IHS.

When erroneous payments occur, authorized officials have the discretion to waive recovery of overpayments, if it is determined that collection of the debt would be against equity and good conscience. Employees have three years from notification of the debt to request a waiver.
