The Indian Health Service is currently accepting applications for grants under the Tribal Management Grant Program , a competitive grant for federally recognized tribes and tribal organizations that is administered by the Office of Direct Service and Contracting Tribes.
The Tribal Management Grants have been used in a number of ways to develop health management infrastructure, assist tribes and tribal organizations in assuming all or part of existing IHS programs, services and activities, or to assist tribes and tribal organizations to further develop and improve their management capabilities. In past years the grant money has been used to modernize electronic health record systems, improve in-house services to decrease outsourcing and referrals, and enhance data collection.
The program consists of four project types with different funding amounts and project periods, and approximately 14-16 awards are expected to be issued.
Feasibility Study
- Must include a study of a specific IHS program or segment of a program to determine if tribal management of the program is possible. The study shall present the planned approach, training, and resources required to assume tribal management of the program.
- Maximum funding of $70,000 for 12 months.
Planning
- Planning projects involve data collection to establish goals and performance measures for health programs operation, or anticipated programs, functions, services, and activities under a Title I contract. Planning projects will specify the design of health programs and the management systems, including appropriate policies and procedures, to accomplish the health priorities of the tribe or tribal organization.
- Maximum funding of $50,000 for 12 months.
Evaluation Study
- An evaluation study must include a systematic collection, analysis, and interpretation of data for the purpose of determining the value of a program. The extent of the evaluation study could relate to the goals and objectives, policies and procedures, or programs regarding targeted groups.
- Maximum funding of $50,000 for 12 months.
Health Management Structure
- The Health Management Structure component allows for implementation of systems to manage or organize programs, functions, services, and activities. Management structures include health department organizations, health boards, and financial management systems, including systems for accounting, personnel, third-party billing, medical records, and management information systems.
- Average funding of $100,000 for 12 months.
- Maximum funding of $300,000 for 36 months.
