Transmittal Notice 18-21
BACKGROUND:
The purpose of this Transmittal Notice (TN) is to forward a copy of the revised Delegation of Authority (DOA), Personnel #41, "To Approve Recruitment, Relocation, and Retention Incentives." This DOA is being reissued to reflect the changes in the IHS policy Part 7, Chapter 8, "Recruitment, Relocation, and Retention Incentives," dated February 5, 2018. The new chapter and delegation are to be incorporated using the guidance of the Department of Health and Human Services, Human Resources Manual Instruction 575-1: Recruitment, Relocation, and Retention Incentives, dated September 30, 2013.

Remove and discard the current copies of DOA, Personnel #41, dated January 21, 2009, from your manual system binders. Insert the attached copy of the revised DOA, Personnel #41, in its place.
Log and file this TN in sequential order.
