BACKGROUND:
The purpose of this Transmittal Notice is to forward a copy of the new Part 7, Chapter 7, Section 13, "Reduction-In-Force and the Performance Management Appraisal Program," Indian Health Manual (IHM). When the Department of Health and Human Services (HHS) and the Indian Health Service (IHS) established the new Performance Management Appraisal Program (PMAP) system, the credit an individual would receive during a Reduction-in-Force (RIF) for retention purposes was not addressed. The new Section 13 was added to Part 7, Chapter 7, IHM, to rectify this oversight. Sections 1-12 remain the same and have not been revised. Section 13 delineates the procedures to establish the credit an individual would receive during a RIF for retention purposes in accordance with the new HHS RIF Instruction that was recently drafted and is soon to be issued.
