BACKGROUND
This is to transmit a change to the Indian Health Manual (IHM), Part 1, Chapter 5, Delegations of Authority. Attached are four memorandums on the Delegation of Authority - Federal Claims Collection Act (31 USC 3711). The attached delegations of authority are issued pursuant to an increase in the dollar threshold of debts that may be compromised or terminated, and collections that may be suspended, by the Public Health Service Agency Heads. The dollar threshold has been increased from $10,000 to $20,000.

Administrative Delegation No. 4, "Delegation of Authority - Federal Claims Collection Act (31 USC 3711)", memorandums to:
- The Director of Headquarters Operations (DHO) from the Director, IHS.
- The Area Directors from the Acting DHO.
- The Associate Director, Office of Administration and Management (OAM) from the DHO.
- The Associate Director, Office of Health Program Research and Development from the Associate Director, OAM.
MATERIAL SUPERSEDED
The Director's delegation of authority to the Director of Headquarters Operations dated November 8, 1990, and all subsequent IHS delegations of authority regarding the Federal Claims Collection Act.
MANUAL MAINTENANCE
Remove and destroy the existing Administrative Delegation of Authority No. 4 in the IHM Part 1, Chapter 5, and in the Master Copy Delegations of Authority book. Log in and file this transmittal notice in sequential order.
