Background
These chapters are issued in order to clarify the questions raised concerning the appropriate use within IHS of Memoranda of Agreement (MOA) so that there is a clear and uniform understanding of the various instruments to be used.
Chapter IHS 8-78 reiterates existing policy and provides guidance for selection of the proper instrument for IHS to use with non-IHS entities.
Chapter IHS 8-79 establishes the policy for use of a new instrument called a collaborative agreement, which includes many of the agreements previously termed MOA's.
