ISSUE

The issue summary should be concise and provide rational and pertinent information for entering into the agreement.

DISCUSSION

Provide a narrative statement on the origin, history, benefits, and implications of entering into this agreement. Most Standard Action Memorandums (SAM) are two pages or less. If it appears that the SAMs are going to be lengthy, the relevant background material will need to be submitted in the form of tabbed attachments.

RECOMMENDATION

The recommendation requests the approval of the agreement and the direction of the action.
